Peer Review Process

Journal of Foreign Language and Educational Research

The Journal of Foreign Language and Educational Research implements a rigorous, transparent, and fair peer review process to ensure the quality, originality, academic integrity, and scientific contribution of every manuscript submitted for publication. The journal is committed to maintaining high international academic publishing standards through an objective and professional evaluation process conducted by qualified reviewers and editors in relevant fields of expertise.

The journal applies a Double-Blind Peer Review system, in which both authors and reviewers remain anonymous throughout the review process. This policy is intended to ensure impartiality, minimize bias, and maintain academic objectivity during manuscript evaluation.

Review Process Stages

1. Initial Submission

Authors submit manuscripts through the journal’s online submission system in accordance with the journal’s author guidelines and manuscript template. Submitted manuscripts must be original, unpublished, and not under consideration by other journals or publishers.

2. Preliminary Editorial Screening

The Editor-in-Chief or Managing Editor conducts an initial evaluation of the manuscript to assess:

  • Relevance to the journal’s focus and scope
  • Compliance with author guidelines and formatting requirements
  • Academic quality and clarity of writing
  • Originality and scientific contribution
  • Ethical standards and plagiarism screening

At this stage, manuscripts may be:

  • Accepted for peer review
  • Returned to authors for technical revision
  • Rejected if they do not meet the journal’s basic standards or scope

3. Plagiarism Checking

All manuscripts undergo plagiarism detection using reliable plagiarism screening software. The journal only considers manuscripts with acceptable similarity levels according to the journal’s publication ethics policy. Manuscripts identified with plagiarism, self-plagiarism, or unethical citation practices will be rejected immediately.

4. Double-Blind Peer Review

Manuscripts that pass the initial screening are assigned to at least two independent reviewers with expertise relevant to the manuscript topic. Reviewers evaluate the manuscript based on several criteria, including:

  • Originality and novelty of the study
  • Relevance to the journal scope
  • Clarity of objectives and research questions
  • Appropriateness of methodology and research design
  • Validity and reliability of data analysis
  • Quality of discussion and interpretation
  • Contribution to language and educational research
  • Quality of references and academic writing
  • Ethical compliance and scholarly integrity

The review process is conducted confidentially to maintain academic professionalism and objectivity.

Review Decision Categories

Based on reviewers’ recommendations, the editorial team may decide:

  1. Accept Without Revision
The manuscript is accepted in its current form.
  2. Accept with Minor Revisions
The manuscript requires small corrections or clarifications.
  3. Accept with Major Revisions
The manuscript requires substantial revisions before reconsideration.
  4. Reject and Resubmit
The manuscript has potential but requires extensive reconstruction and new submission.
  5. Reject
The manuscript does not meet the journal’s academic standards or publication criteria.

5. Author Revision Process

Authors receiving revision requests are required to revise the manuscript carefully and submit:

  • A revised manuscript version
  • A detailed response letter addressing reviewers’ comments point by point

Failure to submit revisions within the specified timeframe may result in withdrawal from the review process.

6. Final Editorial Decision

After revisions are completed, the editorial board evaluates the revised manuscript and reviewers’ recommendations before making the final publication decision. The Editor-in-Chief holds full authority over the final acceptance or rejection of manuscripts.

7. Copyediting and Proofreading

Accepted manuscripts proceed to copyediting, layout editing, grammar review, reference checking, and proofreading to ensure consistency, readability, and publication quality.

8. Publication

Finalized articles are published online according to the journal’s publication schedule and become openly accessible to readers worldwide.

Ethical Principles in Peer Review

Reviewers are expected to:

  • Maintain confidentiality of manuscripts
  • Conduct objective and constructive evaluations
  • Avoid personal criticism of authors
  • Declare conflicts of interest
  • Provide timely review reports
  • Identify relevant published works not cited by authors

Editors are responsible for ensuring fairness, confidentiality, transparency, and ethical decision-making throughout the review process.

Review Duration

The average review process may take approximately 4–8 weeks, depending on reviewer availability, manuscript quality, and revision requirements. However, the journal strives to provide efficient and timely publication services while maintaining high academic standards.

The Journal of Foreign Language and Educational Research continuously works to improve the quality of its peer review system through collaboration with qualified reviewers, editorial transparency, and adherence to international standards of scholarly publishing.
