Analisis Kinerja Keselamatan di Proyek Kereta Cepat Jakarta Bandung
Analysis of Safety Performance in the Jakarta Bandung High Speed Railway Project
Abstract
Latar belakang: Pekerjaan konstruksi Proyek Kereta Cepat Jakarta Bandung yang sangat kompleks, membuat pekerjaan ini memiliki bahaya berisiko tinggi. Kinerja keselamatan menjadi penting diperhatikan untuk mengontrol risiko bahaya tersebut.
Tujuan: Tujuan penelitian yaitu menganalisis kinerja keselamatan pada Proyek Kereta Cepat Jakarta Bandung seksi 3 di PT. Wijaya Karya (Persero) Tbk.
Metode: Metode penelitian yang digunakan adalah analisis deskriptif dengan menggunakan data sekunder dan studi literatur. Data diperoleh dari database HSE PT. Wijaya Karya (Persero) Tbk. Proyek Kereta Cepat Jakarta Bandung seksi 3 tahun 2019-2021 yang terdiri dari Health Safety Environment (HSE) level, Ringkas, Rapi, Resik, Rawat, dan Rajin (5R) level, dan Risk Containment Audit (RCA).
Hasil: Berdasarkan hasil telaah data sekunder diketahui bahwa seluruh penilaian HSE level (min. skor 820) telah mencapai target yang diharapkan perusahaan namun jika dilihat dari skor 5R level (min. skor 860) dan RCA level (min. skor ? 2,4) ditemukan masih banyaknya prekursor kecelakaan berupa tindakan & kondisi tidak aman yang ditemukan di lapangan. Perbandingan negatif antara nilai HSE level dengan 5R level dan RCA level dapat terjadi disebabkan beberapa faktor antara lain keakuratan hasil penilaian serta partisipasi pekerja dalam program keselamatan.
Kesimpulan: Komitmen manajemen sangat dibutuhkan dalam menentukan kinerja keselamatan di perusahaan. Untuk menyelaraskan hasil capaian kinerja keselamatan di proyek ini, manajemen perusahaan disarankan untuk meningkatkan intervensi melalui faktor organisasi dan mempertimbangkan faktor manusia, pekerjaan, dan lingkungan, serta melakukan evaluasi terhadap hasil penilaian sistem manajemen keselamatan.
