Work Engagement, Organizational Culture, and Employee Loyalty in Shaping Performance: A Qualitative Case Study of Sustainability Strategy in a Post-Merger State-Owned Port Operator
Abstract
This study explores how work engagement, organizational culture, and employee loyalty shape employee performance, with particular attention to the role of sustainability strategy in a post-merger state-owned port operator. A qualitative embedded case study was conducted at PT Pelindo Multi Terminal, involving five purposively selected managerial and strategic informants representing human capital, terminal operations, corporate strategy, and sustainability functions. Data were collected through semi-structured interviews, non-participant observations, and internal document reviews, and were analyzed using thematic analysis supported by coding, constant comparison, analytic memos, and data triangulation. The findings indicate that work engagement contributes to proactive problem-solving, responsiveness, and employee involvement in operational activities, while organizational culture provides behavioral direction and shared values. Employee loyalty supports organizational continuity and commitment, particularly during post-merger transformation. However, these employee-related factors do not consistently translate into performance when sustainability practices are not sufficiently integrated into organizational processes and performance management. Sustainability strategy emerged as a structural and contextual mechanism through which employee engagement, cultural alignment, and loyalty can be translated into more visible and sustainable performance outcomes. The findings further reveal that post-merger cultural heterogeneity, differences in organizational readiness, and uneven internalization of sustainability values can constrain this process. The study contributes to the strategic human resource management literature by highlighting the importance of integrating sustainability strategy with employee-related organizational resources and performance management. Practically, the findings suggest the need for stronger sustainability-oriented performance indicators, participatory mechanisms, and cross-unit cultural integration within post-merger state-owned port organizations.
