Manuscript Withdrawal Policy

The International Journal of Health, Economics, and Social Science (IJHESS) is committed to maintaining the integrity, transparency, and efficiency of the scholarly publishing process. Authors are encouraged to carefully prepare and verify their manuscripts before submission. Requests to withdraw manuscripts should be made only for legitimate academic or ethical reasons and must comply with the journal's editorial policies.

Withdrawal requests are evaluated on a case-by-case basis by the Editorial Board, taking into consideration the stage of the editorial process and the reasons provided by the authors.

1. Withdrawal Before Peer Review
Authors may withdraw a manuscript before it enters the peer-review process by submitting a formal written request to the Editorial Office. The request must:
  • Clearly explain the reason for withdrawal.
  • Be approved by all co-authors.
  • Be submitted by the corresponding author.
If approved, the manuscript will be withdrawn without penalty.
2. Withdrawal During Peer Review
Once a manuscript has entered peer review, withdrawal is permitted only under exceptional academic or ethical circumstances. Authors must provide:
  • A signed withdrawal request.
  • A clear academic or ethical justification.
  • Written approval from all co-authors.
The Editorial Board reserves the right to approve or decline the request after considering the progress of the review process.
3. Withdrawal After Acceptance
Withdrawal after acceptance is strongly discouraged because considerable editorial and peer-review resources have already been invested. Such requests may only be considered under exceptional circumstances, including:
  • Significant errors affecting the validity of the research.
  • Serious ethical concerns.
  • Verified duplicate submission or publication.
  • Legal or institutional issues that prevent publication.
Final approval rests solely with the Editor-in-Chief.
4. Unethical Withdrawal
The following practices are considered unethical publication behavior:
  • Withdrawing a manuscript without valid justification after extensive peer review.
  • Simultaneously submitting the same manuscript to multiple journals.
  • Failing to respond to editorial correspondence without notification.
  • Requesting withdrawal after publication for non-academic reasons.
The journal may impose appropriate sanctions, including temporary submission restrictions and notification of affiliated institutions when warranted.
5. Withdrawal After Publication
If serious ethical violations, plagiarism, fabricated data, duplicate publication, or major errors are identified after publication, IJHESS may issue a correction, expression of concern, or retraction in accordance with the recommendations of the Committee on Publication Ethics (COPE). Retraction notices will remain permanently available to preserve the integrity and transparency of the scholarly record.

Authors are expected to communicate promptly with the Editorial Office regarding any withdrawal request. Submission of a manuscript to IJHESS indicates that all authors agree to comply with this Manuscript Withdrawal Policy and the journal's publication ethics. The publisher, Universitas Muhammadiyah Palu, together with the Editorial Board, is committed to maintaining responsible, ethical, and internationally recognized scholarly publishing practices.
