Wilayah pesisir Ampana Tete memiliki potensi ekonomi lokal yang strategis, khususnya pada sektor pengolahan produk pangan dan hasil perikanan skala mikro dan kecil. Namun, sebagian besar pelaku Usaha Mikro, Kecil, dan Menengah (UMKM) di kawasan ini masih menghadapi berbagai kendala struktural, terutama rendahnya adopsi standar tata kelola produksi halal dan minimnya legalitas formal berupa Nomor Induk Berusaha (NIB). Program pengabdian kepada masyarakat ini bertujuan untuk mengakselerasi daya saing UMKM pesisir melalui pendekatan pendampingan partisipatif yang mencakup penyuluhan hukum, fasilitasi digitalisasi perizinan OSS, serta penerapan standar jaminan produk halal. Metode pelaksanaan menggunakan kerangka Participatory Action Research (PAR) yang dibagi ke dalam tahap sosialisasi, pelatihan intensif, pendampingan teknis door-to-door, serta evaluasi berkala. Hasil kegiatan menunjukkan peningkatan kesadaran hukum yang signifikan, percepatan penerbitan NIB bagi 25 pelaku usaha, serta adopsi draf panduan produksi bersih dan higienis sesuai prinsip halal. Program ini diharapkan mampu memperluas pangsa pasar produk lokal pesisir Ampana Tete menuju tingkat regional yang lebih kompetitif
The coastal area of Ampana Tete possesses strategic local economic potential, particularly in the micro- and small-scale processing of food and fishery products. However, the majority of Micro, Small, and Medium Enterprises (MSMEs) in the region still face various structural obstacles, notably low adoption of halal production governance standards and a lack of formal legal status—specifically, the Business Identification Number (NIB). This community service program aims to boost the competitiveness of coastal MSMEs through a participatory assistance approach that includes legal outreach, facilitation of digital licensing via the Online Single Submission (OSS) system, and the implementation of halal product assurance standards. The implementation employs a Participatory Action Research (PAR) framework, structured into stages comprising outreach, intensive training, door-to-door technical assistance, and periodic evaluation. The results demonstrate a significant increase in legal awareness, the expedited issuance of NIBs for 25 business owners, and the adoption of guidelines for clean and hygienic production aligned with halal principles. The program is expected to expand the market reach of Ampana Tete’s local coastal products to a more competitive regional level.
