Abstract

Penelitian ini mengkaji peran Gerakan Kepedulian Indonesia (GK Indonesia) dalam memfasilitasi adaptasi warga relokasi eks Kampung Pulo di Rusun Jatinegara Barat, Jakarta Timur. Kebijakan relokasi tahun 2015 dalam rangka normalisasi Sungai Ciliwung mengakibatkan dislokasi sosial, ekonomi, dan psikologis yang kompleks bagi ribuan warga. Di tengah keterbatasan kapasitas negara, GK Indonesia hadir sebagai organisasi masyarakat sipil yang mengisi celah layanan publik melalui program sanggar belajar, pemberdayaan ekonomi, dan pembangunan jaringan komunitas. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus tunggal dan paradigma interpretivisme. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi, kemudian dianalisis menggunakan analisis tematik berdasarkan kerangka Teori Praktik Sosial Bourdieu. Temuan menunjukkan bahwa GK Indonesia membangun kepercayaan secara bertahap melalui kehadiran yang konsisten, mengakumulasi kapital budaya melalui sanggar belajar yang menghasilkan alumni berpendidikan tinggi, serta membentuk modal sosial komunitas melalui program lintas batas sosial. Kepercayaan warga kepada GK Indonesia terbukti melampaui kepercayaan kepada pengelola rusun. Namun, penurunan jumlah relawan dan minimnya dukungan institusional mengancam keberlanjutan program.
