Amid the dynamics of Jakarta as a multicultural global city, Betawi culture, as the cultural identity of Jakarta’s indigenous community, faces significant challenges in the form of symbolic marginalization, commodification, and fragmentation of meaning. In this context, political leadership plays a strategic role in constructing, negotiating, and projecting cultural identity through public communication practices and policy initiatives. Jakarta Deputy Governor Rano Karno has emerged as a political actor who explicitly promotes Betawi culture within the city’s strategic spheres through various policy initiatives, public narratives, and symbolic representations. This study aims to analyze how the cultural communication employed by Rano Karno functions as a mechanism for constructing and strengthening Betawi cultural identity within the context of a multicultural, modern Jakarta characterized by competing interests. Specifically, this research examines how language, symbols, policies, and public discourse are utilized to position Betawi not merely as a folkloric heritage but as a living cultural and political identity embedded within urban governance. This study adopts a qualitative approach using a descriptive-interpretive method, drawing upon theories of cultural communication and identity construction. The data are analyzed to understand the role of the Deputy Governor as a cultural broker who negotiates the relationship between state power, local identity, and the demands of a global city. The findings are expected to enrich the scholarship on communication and culturally based leadership while also providing practical references for the formulation of communication strategies and policies aimed at preserving local culture in multicultural cities.
