Strategi Pengawasan Klien Pemasyarakatan Berbasis Community Based Correction

Pengawasan pembimbingan kemasyarakatan merupakan aspek penting untuk memastikan pelaksanaan program berjalan, mencegah pelanggaran, serta mendukung reintegrasi sosial klien. Namun praktik di lapangan menghadapi tantangan seperti disparitas kapasitas antar daerah, beban kasus tinggi, keterbatasan sumber daya manusia, serta prosedur monitoring dan pelaporan yang belum seragam. Penelitian ini bertujuan menyusun peta konseptual dan rekomendasi strategi pengawasan klien pemasyarakatan berbasis community based correction melalui literature review. Sintesis difokuskan pada: komponen strategi pengawasan, mekanisme kepatuhan dan tindak lanjut pelanggaran, peran komunitas dalam rehabilitasi, serta pertimbangan adopsi teknologi monitoring beserta tantangan hukum dan privasi. Temuan menunjukkan bahwa pengawasan efektif perlu mengintegrasikan “dua roda”, yaitu kepatuhan dan rehabilitasi. Keterlibatan komunitas berperan sebagai kanal dukungan sosial dan penguatan proses perubahan perilaku, sedangkan teknologi monitoring layak dipertimbangkan dengan prasyarat tata kelola yang jelas. Penelitian merekomendasikan model pengawasan berlapis dan akuntabilitas berbasis indikator kinerja
