Abstract

ABSTRAK

Sektor konstruksi memiliki peran strategis dalam perekonomian nasional, sehingga penerapan sistem manajemen mutu menjadi sangat krusial. Penelitian ini bertujuan mengevaluasi penerapan Sistem Manajemen Mutu (SMM) dan kinerja mutu pada proyek konstruksi jalan dan jembatan berdasarkan dokumen proyek secara objektif. Penelitian menggunakan pendekatan deskriptif–evaluatif berbasis audit dokumen, dengan objek penelitian proyek Service Contract for the Provision of Road and Bridge Construction di Kabupaten Pohuwato, Gorontalo, yang dilaksanakan oleh PT Harmonis Perkasindo Pohuwato. Instrumen penelitian divalidasi menggunakan metode Lawshe dan memperoleh nilai Content Validity Index (CVI) sebesar 0,955. Hasil audit menunjukkan bahwa implementasi SMM berada pada kategori cukup baik secara operasional, namun memiliki kelemahan struktural berupa ketiadaan Rencana Mutu Pekerjaan Konstruksi (RMPK) tunggal, absennya Risk Register mutu, serta lemahnya pengendalian penyedia eksternal. Kinerja pengujian material dan penanganan Non-Conformance Report (NCR) berada pada kategori sangat baik (skor 4), mengindikasikan integritas evaluasi mutu fisik yang tinggi. Secara keseluruhan, kinerja mutu proyek ini dikategorikan sebagai "Operasional Kuat, Administratif Lemah," yang mencerminkan perlunya integrasi antara disiplin operasional lapangan dengan ketertiban administratif.

ABSTRACT

The construction sector plays a strategic role in the national economy, making the implementation of quality management systems crucial. This study aims to evaluate the implementation of the Quality Management System (QMS) and quality performance in road and bridge construction projects based on project documents objectively. The research employs a descriptive–evaluative approach based on document audit, with the object of study being the Service Contract for the Provision of Road and Bridge Construction project in Pohuwato Regency, Gorontalo, executed by PT Harmonis Perkasindo Pohuwato. The research instrument was validated using the Lawshe method, obtaining a Content Validity Index (CVI) of 0.955. Audit results indicate that QMS implementation is operationally adequate but has structural weaknesses, including the absence of a single Construction Work Quality Plan (RMPK), the lack of a quality Risk Register, and weak external provider control. Material testing performance and Non-Conformance Report (NCR) handling were categorized as excellent (score 4), indicating high integrity of physical quality evaluation. Overall, the project’s quality performance is categorized as “Operationally Strong, Administratively Weak,” reflecting the need for integration between field operational discipline and administrative order.
