Penelitian ini bertujuan untuk mengidentifikasi, menganalisis, dan mensintesis temuan-temuan ilmiah mengenai penerapan agile governance dalam transformasi pelayanan publik. Kajian disusun menggunakan metode systematic literature review dengan pedoman PRISMA melalui penelusuran literatur pada Scopus, Web of Science, Google Scholar, dan jurnal terkait pemerintahan digital. Artikel yang ditelaah dibatasi pada publikasi tahun 2021–2026 dan difokuskan pada konteks sektor publik. Hasil kajian menunjukkan bahwa agile governance berkontribusi terhadap peningkatan interoperabilitas antarlembaga, penguatan kolaborasi, percepatan pengambilan keputusan, peningkatan transparansi, efisiensi layanan, dan penguatan inovasi pelayanan publik. Di sisi lain, implementasinya masih menghadapi hambatan berupa kultur birokrasi yang kaku, keterbatasan infrastruktur digital, kapasitas sumber daya manusia yang belum merata, serta kendala regulasi. Kajian ini menegaskan bahwa agile governance merupakan pendekatan strategis untuk mendukung pelayanan publik yang adaptif, responsif, dan berorientasi pada kebutuhan masyarakat.
This study aims to identify, analyse, and synthesise scholarly findings concerning the implementation of agile governance in the transformation of public service delivery. The review was conducted using a systematic literature review method following the PRISMA guidelines, through literature searches in Scopus, Web of Science, Google Scholar, and journals related to digital government. The articles examined were limited to publications from 2021 to 2026 and focused on the public sector context. The findings indicate that agile governance contributes to improved inter-agency interoperability, strengthened collaboration, accelerated decision-making, enhanced transparency, greater service efficiency, and reinforced innovation in public service delivery. On the other hand, its implementation continues to face challenges, including rigid bureaucratic culture, limited digital infrastructure, uneven human resource capacity, and regulatory constraints. This review confirms that agile governance is a strategic approach to supporting public services that are adaptive, responsive, and oriented towards the needs of society.
